The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of UNEP's Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. The Division promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. Under the overall supervision of the Chief of the Resources and Markets Branch and reporting directly to the same, the incumbent will be responsible for implementing the Global Opportunities (GO) for Sustainable Development Goals (SDGs). This initiative seeks to accelerate and raise ambition for building inclusive and sustainable economies and societies, by facilitating regional dialogue among practitioners on best practices for replication and scale-up of effects, and by fostering local institutional learning, sharing and innovation. Duties and functions include:

•Takes the lead to develop, implement and evaluate assigned programmes/projects, etc.; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions.

•Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.

•Directs research and programme evaluation and presents information gathered from diverse sources.

•Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies,

•Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.

•Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.

•Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

•Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities.

•Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.

•Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.).

•Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization.

•Ensures effective utilization, supervision and development of staff; guides, evaluates and mentors staff.

•Manages team of 4 staff members (P-3 level ) based in Panama, Bangkok, Nairobi and Bahrain.

•May perform other duties as required.

Advanced university degree (Master’s degree or equivalent) in resource or environmental economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

工作经验

A minimum of ten (10) years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of five (5) years' experience working in the area or resource efficiency, sustainable consumption and production and green economy is required.
Experience in resource mobilization, donor relations and/or outreach at the managerial level is desirable.

语言要求

Fluency in one of the working languages of the UN Secretariat, English or French (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

评估

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
