Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

Pursuant to section 7.11 of ST/AI/2012/2/Rev.1, candidates recruited through the young professionals programme who have not served for a minimum of two years in the position of their initial assignment are not eligible to apply to this position.

This position is located within the Central and Southern Africa Division of the Department of Political and Peacebuilding Affairs and Department of Peace Operations (DPPA-DPO), and is based in Gaborone, Botswana. The Political Affairs Officer reports to the Senior Political Affairs Officer/Head of the Department of DPPA-DPO Laison Team to the Southern African Development Community (SADC) Secretariat, and the overall supervision of the Director of Central and Southern Africa Division of the Department of Political and Peacebuilding Affairs and Department of Peace Operations (DPPA-DPO).

Within delegated authority, the Political Affairs Officer will be responsible for the following duties:

Gathers, selects and analyses political affairs strategies, policy directives and plan of action for immediate and long range solutions to political problems in general and in geographical areas covered by SADC; identifies and monitors emerging issues pertaining to the mandates of the Team; analyses implications and makes recommendations on possible strategies and measures.

Provides technical and substantive backup in the implementation of the mandates of the office, branch and unit, i.e., conflict prevention and resolution, peacebuilding, political and governance institution-building, civil society support work, etc
Assists in planning, coordinating and managing programmes, projects and activities requiring interdepartmental and/or interagency involvement and participation.

Prepares briefing notes and talking points for the Secretary-General, Senior Advisers, Under-Secretary-General/Assistant Secretary-General and other senior officials.

Maintains up to date knowledge of events related to political issues as they effect the SADC areas of responsibility.

Represents Division/Team at round tables, seminars and conferences.

Coordinates activities related to the programme of work, budget and medium-term plan of the team and participates in administrative matters concerning the Division; assists in coordinating and overseeing work of colleagues and unit.

Maintains and develops contact with senior SADC and member States, as appropriate.

Performs other related duties as required.

PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Advanced university degree (Master's degree or equivalent) in political science, international relations, international economics, law, public administration or other related. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作经验

A minimum of five years of progressively responsible experience in political science, international relations, law, conflict resolution or related area is required.
Experience in providing political advice to senior officials is required.
Experience in coordination and liaising with partner regional organizations is required.
Experience working in a field operation of the United Nations Common System (inclusive of peacekeeping, political missions and UN regional commissions, agencies, funds, and programmes) - or similar international organization is desirable.
Experience working on or with the Southern African Development Community (SADC) is desirable.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
