The United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG heads the Office of Investment Management (OIM), which manages a $60+ billion multi-asset class, global investment portfolio, about 85% of which is actively managed in-house. Asset classes under management comprise global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber and commodities. This position is located in Risk and Compliance. The incumbent reports to the Deputy Director of Risk and Compliance.
Within delegated authority, the Risk Officer will be responsible for the following duties:
• Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Leads or participates in the development of Risk Assessments and Control Standards.
• Understands the key processes and controls performed in the Fund.
• Proactively analyzes operational risks in the Fund to identify and make recommendations for process or control changes and system enhancements.
• Reviews periodically Operational Risks of the Fund, identify gaps and monitor the action plan conducted by the impacted area.
• Strengthens the operational risk environment of the Fund using analytics, assessments and reviews.
• Prepares and/or reviews operational risk materials for Audit Committee, Risk Committee, and Quarterly management review.
• Applies fraud subject matter expertise to the prioritization and planning of projects in conjunction with fraud management policies and strategies.
• Advises teams with an independent voice on all core aspects of reputational and fraud risk.
• Evaluates assessed integrity risks, making recommendations, providing solutions and determining next steps to mitigate risks
• Provides knowledge, expertise and leadership to address fraud risk and reputational issues associated with implementing its development mandate
• Develops training plans with Compliance team to raise staff awareness for integrity, ethics and fraud risk issues
• Researches, analyzes and presents information gathered from diverse sources.
• Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
• Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Carries out other tasks as may be assigned by the Deputy Director, Risk and Compliance.
• Performs other duties as required.
• Professionalism: knowledge and relevant experience with operational risk management, controls especially experience related to work in fraud risk assessments. Knowledge of operational risk in asset management operations. Knowledge and understanding of theories, concepts and approaches relevant to this field. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, finance, computer systems or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. A Certified Fraud Examiner certification is desirable. Operational Risk certifications are desirable.
A minimum of five years of progressively responsible experience in operational risk management or related area is required.
Experience assessing operational risk in a financial institutions is required.
At least three years’ experience related to fraud assessment and controls is desirable.
English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of another UN official language is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
