The United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG heads the Office of Investment Management (OIM), which manages a $70+ billion multi-asset class, global investment portfolio, about 85% of which is actively managed in-house. Asset classes under management comprise global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber and commodities. This position is located in Risk and Compliance. The incumbent reports to the Deputy Director of Risk and Compliance.
Within delegated authority, the Senior Risk Officer will be responsible for the following duties:
• Continue the development and formulation of Risk Budget for all public and private markets asset classes based on the Risk appetite as set out in the Investment Policy Statement and other related documents, policies and procedures, under oversight of the Risk Committee. Monitor and identify risk, prepare and interpret reports and formulate risk reduction and performance enhancing options; Propose risk limits consistent with the Risk Budget for each asset class in consultation with investment officers and management;
• Establish the strategic market risk program and ensures the appropriate level of market risk awareness and accountability among investment officers and management throughout the organization; Build and sustain a risk-aware culture among staff members;
• Measure, monitor and analyze the organization's market risk exposure. Review market risks and oversees and manages proposed mitigation methods;
• Appropriately represent Market Risk with policies and standards to the Risk Committee, internal and external auditors;
• Lead quantitative analysis on Fund's assets for the effectiveness and use of risk management tools like listed derivatives for portfolio management; Provide leadership to drive implementation and monitoring of all market risk policies and practices to effectively mitigate risk;
• Partner with the investment officers to improve efficiency, effectiveness, productivity, and/or control related to market risk management;
• Provide subject matter expertise and industry experience to quantify market risk within the business;
• Establish market risk techniques that are aligned with OIM’s objectives. Accountable for all aspects of the Market Risk function's performance;
• Assist on the implementation of new risk and performance system or modules;
• Plan and oversee team's tasks, plans/discusses work plan of staff to evaluate their performance;
• Provide guidance to the weekly, monthly, quarterly and annual reporting on the Fund’s market risk;
• Mentor, guide, and train new team members;
• Carry out other tasks as may be assigned by Deputy Director, Risk and Compliance.

Advanced university degree (Master's or equivalent) in Business Administration (MBA), Finance, Financial Engineering, Mathematics, Computer Science or related field is required. A first level university degree in combination with academic qualifications and experience in investment and market risk management may be accepted in lieu of the advanced degree. A Chartered Financial Analyst (CFA) or equivalent professional certification is desirable.
A minimum of ten years of progressively responsible experience working in global multi-asset class investment institutions is required.
A minimum of 7 years of experience with portfolio risk analytics and global multi-asset class market risk management is required.
Experience in implementing advanced risk systems is required.
Hands-on experience in coding with Python, Octave or R is required.
Experience using various portfolio management and data processing tools is desirable.
English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of another UN official language is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
