Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.
This position is located in the Resource Planning and Management Section (RPMS) of UNDRR, based in Geneva. The incumbent will report to the Chief of the Section.
Under the supervision and guidance of Chief, RPMS, the incumbent will be responsible for the following duties and responsibilities:
Contributes to the work programme of the Section in collaboration with the Budget and Finance, Administration and Human Resources units - determining priorities, and allocating resources for the completion of outputs and their timely delivery. Together with other team leaders, contributes to the planning, organization and implementation of support services, setting clear targets and indicators for the Unit, and monitoring performance of the Unit against these targets. Ensures that the outputs produced by his/her Unit maintain high-quality standards and reflect a strong client orientation. Gathers and documents regular and systematic feedback from clients and proposes corrective action to address identified gaps and challenges. Carries out programmatic/administrative tasks necessary for the functioning of his/her Unit. Oversees recruitment of staff for the Unit, taking due account of geographical and gender balance and core institutional values. Plans, organizes, manages and supervises the work of the Unit. Manages, guides, and provides regular feedback on performance of staff under his/her supervision. Provides coordination, support and backstopping for the Resources Planning and Management Section as required.
Acts as a member of the Programme Management Oversight Committee (PMOC); oversees the secretarial assistance provided to the PMOC by the unit; contributes to timely completion of projects, alerts the Chair of the PMOC and senior management in case of delays and proposes corrective action; facilitates the review by the PMOC of the quarterly progress report and supports the implementation of the recommendations.
Serves as subject-matter expert and coordinates implementation of result-based management practices and procedures. Develops, implements and maintains RBM (including project management) guidelines, standards and tools and provides training to staff as required. Monitors and analyses programme/project implementation progress and drafts/presents relevant reports to senior management. Develops and maintains standard operating procedures (SOPs) and online tools to facilitate programme planning, monitoring and reporting. Manages projects for which no lead is identified. In coordination with the Chief, RPMS, and the Director’s Office, oversees the implementation of recommendations from past evaluations and related management responses. Proposes ways to internalize lessons learnt into best practices documents. Champions and oversees the implementation and monitoring of risk management across UNDRR, in line with UNDRR Enterprise Risk Management Framework. Acts as back-up for the Delegation of Authority administration and assists in the monitoring of relevant key performance indicators; prepares regular reports for the Senior Management Team.
Coordinates, prepares and submits the plan of Sub-Programme 3 “Natural Disaster Risk Reduction” under Programme 23 “Humanitarian Assistance” of the United Nations Strategic Framework as well as annual reporting requirements. Coordinates the development of the Strategic Framework, the Work Programme and Results Framework and associated annualised budget, in close collaboration with the Resource Mobilization Section. Oversees the consolidation of inputs from all units into the templates. Reviews and analyses the proposed activities and facilitates the approval process by management. Ensures the work plan is and remains fully aligned with the approved budget. Ensures information to be presented to internal and external audiences has high quality and is accurate. Assists in the intergovernmental review process of the budgetary requirements.
Monitors the progress of UNDRR in meeting Work Programme’s targets, and the implementation of activities as defined in the annual Work Plan. Provides technical assistance and training to staff as needed on internal systems and UMOJA-related enhancements in the areas of strategic planning and programme management. Focal point for organizational audits and other reviews.
Assists in the review of funding proposals and conducts due diligence as required. Oversees the preparation of the Monthly dashboard. Prepares the quarterly progress report on the Results Framework; alerts the Chief, RPMS, on issues to be addressed and proposes corrective actions. Provides technical guidance to staff and ensures the quality of UNDRR internal and external reporting.
May perform other related duties.

Advanced university degree (Master’s degree or equivalent degree) in business or public administration, human resources, finance, or a related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in results-based programme management, finance, organizational management, administration, human resources, or related field is required.
At least 2 years of experience in Enterprise Resource Planning (ERP) systems is desirable.
At least 2 years of experience in the implementation and evaluation of projects in the area of disaster risk reduction is desirable.
At least 2 years of experience in supporting a decentralised office is desirable.
Experience in supervising a team is desirable.
English and French are the working languages of the United Nations. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.
