The United Nation Secretariat maintains rosters of qualified and available candidates to fill anticipated job openings in field operations. The purpose of this job opening is to generate a list of qualified candidates for inclusion in the Investigator, P-3 roster.The entire assessment process takes an average of 6-9 months; all applicants will be notified in writing of the outcome of their application (whether successful or unsuccessful) within 14 days of the conclusion of the process. Successful candidates will be placed on the roster and, subsequently, will be invited to apply for field mission vacancies open only to roster members. Roster membership does not guarantee selection. Please note that Investigator positions are typically in conflict and post-conflict locations in non-family and/or hardship duty stations.

The recommendation or selection decision for this position shall be void if the recommended or selected candidate does not obtain a clearance according to ST/SGB/2005/7 on designation of staff members performing significant functions in the management of financial, human or physical resources.

The appointment, or assignment, and renewal thereof is subject to the availability of the post or funds, budgetary approval or extension of the mandate.

Pursuant to section 7.11 of ST/AI/2012/2/Rev.1, candidates recruited through the Young Professionals Programme who have not served for a minimum of two years in the position of their initial assignment are not eligible to apply to this position.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

The Office of Internal Oversight Services (OIOS) is an independent office reporting to the Secretary-General and to the General Assembly. The Investigations Division of OIOS (ID/OIOS) follows up on reports of possible violations of regulations or rules, mismanagement, misconduct, waste of resources, or abuse of authority.

The purpose of this job opening is to generate a list of qualified candidates for inclusion in the Investigator, P-3 roster. These positions are located in the Investigations Division of OIOS, typically in one of the following field operations: Regional Services Center Entebbe (RSCE) in Uganda, the United Nations Mission in South Sudan (UNMISS) in Juba, the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) in Goma, the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) in Bangui, and the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) in Bamako. The Investigator usually reports to the Chief of Section in the mission. The incumbents will be required to travel to remote locations, at times for extended periods, to manage and conduct investigations.

The incumbent will be responsible for the following duties:

• Plan, organize, conduct and manage investigations of cases of alleged misconduct, malfeasance, mismanagement, waste of resources, abuse of authority, fraud, corruption, sexual exploitation and abuse (SEA), and violations of United Nations regulations and rules

• Participate within a team of investigators to gather evidence; prepare evidence for disciplinary bodies; obtain and review relevant documentation; conduct interviews and take statements; analyse facts, determine findings and formulate recommended disciplinary and jurisdictional actions; gather and analyse electronic evidence

• Determine whether matters involve potential fraud, corruption, or other illegal or criminal conduct warranting referral to national authorities

• Prepare complete and concise investigation reports and conduct post-investigation tasks

• Work collaboratively and in coordination with colleagues to achieve Organizational goals in accordance with ID/OIOS standard operating procedures and in compliance with Organizational regulations and rules

• Perform other duties as required

Advanced university degree (Master's degree or equivalent degree) in law or a field related to investigations. A first-level university degree in law or a field related to investigations in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of seven years of progressively responsible experience in investigatory work is required.
Experience in interviewing subjects and witnesses in the furtherance of investigations is required.
Experience in analysis of evidence and preparation of files of evidence is required.

语言要求

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. A working knowledge of French is desirable. Knowledge of another official language of the United Nations is desirable.

评估

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
