This post is funded for a finite period of one year. Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

The Office of Counter-Terrorism has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system; (b) enhance coordination and coherence across the 38 Global Counter-Terrorism Coordination Compact (former CTITF) Task Force entities to ensure the balanced implementation of the four pillars of the UN Global Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter terrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Strategy.
This position is located in the Office of the Under-Secretary-General of the Office of Counter-Terrorism (UNOCT) at Headquarters in New York. The incumbent will report to the Under-Secretary General.
The incumbent will be responsible for the following duties:
• Advises and assists the Under-Secretary-General on a variety of tasks assigned to the Office of Counter-Terrorism by the Secretary-General, especially in the areas of implementation of the United Nations Global Counter-Terrorism Strategy, for which the Department was designated as focal point by the General Assembly resolution A/RES/71/291 adopted on 15 June 2017, through close coordination with Directors and Section Chiefs and in partnership with other Departments and Offices within the UN Secretariat.
• Formulates and implements the substantive work programme of the Office under his/her supervision. Oversees the management of activities undertaken by the Office, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Office of Counter-Terrorism, with the Executive Office of DPPA-DPO and with other organizations of the United Nations System, as appropriate.
• Leads, supervises and carries out the work programme of the Office under his/her responsibility. Co-ordinates the work carried out by different work units under the Office and by other agencies and bodies of the United Nations system, with special emphasis on these relating to Central Asia; provides programmatic/substantive reviews of the drafts prepared by others.
• Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
• Reports to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
• Ensures that the outputs produced by the Office maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
• Assists the Under-Secretary-General in preparing the work programme of the Office of Counter-Terrorism, , determining priorities, and allocating resources for the completion of outputs and their timely delivery.
• Oversees the programmatic/administrative tasks necessary for the functioning of the Office, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
• Monitors activities of divisions within the Office of Counter-Terrorism and promotes collaborative environment in the Office under the leadership of the USG, brings to the attention of the USG matters of relevance to the Office’s policy-making process, recommending the most appropriate course of action to be followed and conveying decisions taken by the USG to the senior staff of the Office as well as following-up on their implementation.
• Maintains contacts with the representatives of Permanent Missions, Governments, the press, academia and non-governmental organizations.
• Acts as the Office focal point for the UN reforms.
• Recruits staff, taking due account of geographical balance.
• Manages, guides, develops and trains staff under his/her supervision.
• Fosters teamwork and communication among staff in the Office of Counter-Terrorism and across organizational boundaries.
• Leads and supervises the organization of meetings, seminars, etc. on programmatic and substantive issues. Manages the substantive preparation and organization of such meetings or seminars.
• Participates in international, regional or national meetings and provides programmatic expertise on an issue, or holds programmatic and organizational discussions with representatives of other institutions.
• Represents the Office at international, regional or national meetings.

Advanced university degree (Master’s degree or equivalent degree) in business or public administration, finance, accounting, law, social sciences or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of fifteen years of progressively responsible supervisory experience in human resources management, administration, logistics, financial management, budget or related field is required.
Experience serving in a senior advisory or managerial capacity for an international organization or as a government official is desirable.
Experience presenting proposals developed by Senior Management for consideration of governing and legislative bodies is desirable.
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of Russian is desirable. Knowledge of another UN official language is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
