This position is located in the Staffing Diversity and Outreach Section, Strategic Talent Management Service (STMS), Global Strategy and Policy Division (GSPD) in the Office of Human Resources (OHR) of the Department of Management Strategy, Policy and Compliance (DMSPC).
The Global Strategy and Policy Division serves as the central strategic authority for matters pertaining to the management of human resources, and ensures that the Organization can attract, develop and retain a talented and diverse global workforce. The Division provides leadership on the development, implementation, monitoring and communication of human resources strategies and revises existing or develops new policies for the Secretariat. The Division identifies, champions, develops and promulgates for implementation of modern, innovative and enabling policies and standards.
The incumbent will report directly to the Chief of the Staffing Diversity and Outreach Section.
Within limits of delegated authority, the Human Resources Officer will be responsible for the following duties:
• Contributes to the development of new talent management strategies and processes leveraging innovation, creativity and, best practices to build diverse, inclusive, competent, and agile workforce.
• Develops, implements and evaluates new diversity and outreach strategies, initiatives, and tools.
• Supports the coordination of Organization-wide efforts for achieving equitable geographical distribution, greater regional diversity, gender parity, proper representation of troop- and police-contributing countries, and other diversity priorities by preparing top management guidance material, providing advice to entities, examining status of entities, and monitoring progress.
• Coordinates, supports and carries out outreach activities for the global Secretariat and UN system as necessary.
• Participates in the review, evaluation and enhancement of enterprise systems and tools, and new technologies for the global UN Secretariat for a diverse, inclusive, multi-talented and mobile workforce.
• Participates in task forces and working groups identifying issues/problems, formulating strategies, policies and guidelines, and establishing new procedures.
• Keeps abreast of developments in various areas of human resources.
• Contributes to the preparation of proposals and reports of the Secretary-General on human resources management to the General Assembly, and prepares responses to questions from the legislative, advisory and audit bodies, and Member States.
• Represents the Organization with full delegation of authority in discussions with senior officials in the organization, UN System and other international organisations and Member States on diversity and outreach matters and other strategic talent management items as assigned.
• Supports the overall goals of the Section and Service by carrying out other duties as assigned.
• Plans, organizes, manages and supervises the work of the team assigned.

Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field. A first-level university degree in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in human resources management, administration, law or related area is required.
Experience in implementing a recruitment or staff selection framework in the United Nations or a comparable international organization is required.
Experience in analyzing complex and sensitive human resources matters and providing responses, recommendations and solutions is required.
Experience in conducting outreach activities to identify and attract qualified talent is desirable.
Experience in analyzing and monitoring progress against key performance indicators in human resources management in recruitment or staff selection and providing appropriate guidance to accelerate the progress is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations languages is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
