The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This post is located in UNEP/West Asia Office at the Manama duty station. Under the supervision of the Regional Director, the incumbent will perform the following duties:

工作内容

(1) Policy:
•Advise UNEP on integrating an environmental component into UN system-wide development activities and country needs in the region.
•Serve as the primary UNEP focal point in the region on UN system-wide development work; keep abreast of, analyse and report on the latest developments in the region related to UN system-wide development work, identifying where an environmental dimension is most warranted; liaise with other relevant organizations, donors, etc.
•Organize and prepare strategies on environmental aspects of UN’s sustainable development work in the region; organize follow-up work in the region, including inter-agency technical review meetings to support policy development work and decision-making on important issues; ensure the implementation of recommendations emanating from relevant reports.

(2) Coordination:
•Coordinate regional input into UNEP’s programming related to the environmental dimension of country development strategies.
•For the region, lead UNEP’s engagement with the UN system and national governments on the development and implementation of national and regional development strategies; advise on the proper use and spending of related donor contributions, channelled through UN system-wide efforts.
•Represent UNEP in discussions on UN Development Assistance Frameworks and country development plans and strategies, in consultation with Subprogramme Coordinators and other UNEP Regional Coordinators, to integrate an environmental component.
•Facilitate a coordinated approach in the region for development work; ensure necessary support (e.g. staff, funding, specialized equipment, supplies, etc.).
•Ensure appropriate monitoring of and reporting on UNEP’s development work in the region.
•Encourage the active participation of UN major groups and stakeholders in the region that are engaged in UNEP’s line of work to strengthen UNEP’s coordination mandate in UN system in the area of sustainable development and to effectively engage civil society across all of UNEP’s work.

(3) Partnerships:
•Establish and maintain contacts with government officials, other UN agencies, particularly the Resident Coordinators of the region, and non-governmental organizations; ensure appropriate mechanisms to facilitate collaboration and exchange of information both in and outside of UN system, related to the nexus between environmental and development policy.
•Organize and participate in relevant work groups, meetings, conferences, consultations with other agencies and partners on development related matters; translate opportunities into concrete partnership activities, outputs and goals at project and thematic levels.
•Establish strong partnerships with UN sister agencies and MEA secretariat focal points in region to increase coherence across UN operations in relation to environmental component of development.
•Establish, evaluate and explore strong partnerships with the private sector at regional and national levels to increase UN Environment visibility support and possible resources in accordance with the organisation private sector engagement direction.
(4) Perform other duties as required.

专业要求

Advanced university degree or equivalent in environment, environmental management, programme management, development or related filed. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in Project Management is an asset.

工作经验

At least seven (7) years of progressively responsible experience in the field of environmental governance, programme management, programme development coordination, capacity building or related field is required.
Experience in working with international, governmental or non governmental organizations is desirable.
Experience in developing and/or implementing international programmes involving various partners, clients and social actors is also desirable.
Experience in building strategic alliances and partnerships and resource mobilization is an asset.
Experience in working with UN Agencies or funds in the area of fund/programme management is also an asset.

语言要求

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Arabic are required. Knowledge of another UN language is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
