This position is located in the Office of the Special Representative of the Secretary-General (SRSG) for Children and Armed Conflict (CAAC). The mandate and work of the office derives from General Assembly resolution 51/77 and subsequent General Assembly resolutions, as well as successive Security Council resolutions on children and armed conflict. The role of the SRSG-CAAC is to strengthen the protection of children affected by armed conflict, raise awareness, promote the collection of information about the plight of children affected by war and foster international cooperation to improve their protection.

The incumbent reports to the Special Assistant of the SRSG-CAAC and will support the mandate and work of the office by undertaking the duties outlined below.

Within delegated authority, the Political Affairs Officer will be responsible for the following duties:
• Gathers, selects and analyses information related to CAAC contained in communications and publications received from different sources, including the press.
• Maintains up-to-date knowledge of events relating to CAAC, in general, and in particular as they affect the thematic mandate of the office.
• Keeps abreast of latest trends and developments in the area of CAAC and provides inputs on issues to senior officials and colleagues in missions and elsewhere in the Secretariat.
• Provides technical and substantive back up in the implementation of mandates of the OSRSG-CAAC.
• Ensures consistency and compliance of the Global Horizontal Note and the Secretary General’s Annual Report on CAAC to the Security Council with the Monitoring and Reporting Mechanism methodology and other reports.
• Coordinate the reports of the SRSG-CAAC to the General Assembly and Human Rights Council.
• Coordinates the participation of SRSG-CAAC to the Security Council Working Group (SCWG-CAAC).
• Prepares or contributes to various written outputs, including speeches or briefing notes, and notes for the record on key meetings.
• Participates in the provision of secretariat services to Security Council, General Assembly, subsidiary organizations, negotiating bodies, conferences, meetings, and/or special missions, including the coordination and preparation of the technical reference group for CAAC.
• Prepares meetings of the SRSG-CAAC with officials from countries under the Organization's purview.
• Performs other related duties as required.

专业要求

An advanced university degree (Master’s or Doctorate degree, or equivalent) in political science, international relations, international economics, law, public administration or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the above-mentioned fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

A minimum of five years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.
Experience working on protection matters, for example refugees, children, human rights, is desirable.

语言要求

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

评估

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
