The International Seabed Authority (ISA), an International Organization established under the United Nations Convention on the Law of the Sea, whose Headquarters is in Kingston, Jamaica, seeks a full-time Mining Geologist (Programme Management Officer) to work in its Office of Environmental Management and Mineral Resources (OEMMR).

The OEMMR is one of four Offices in the ISA. It provides scientific and technical input into the development and implementation of the rules, regulations and procedures for the conduct of activities in the Area. It also coordinates the collection, analysis and dissemination of geological, biological, environmental and technological data and information on the Area and its resources, including through the development and maintenance of the Authority’s global database. It supports the development and implementation of regional environmental management plans, environmental impact assessment and environmental monitoring, and the development of environmental standards and guidelines. It also supports ISA’s work to promote and encourage the conduct of marine scientific research in the Area by developing collaborations with member States and international organizations, and disseminating the results of scientific research and analysis.

The incumbent will report to the Director of the OEMMR, and the incumbent provides scientific and technical expertise to the Authority in the field of mining geology on the development of mineral resources in the Area in accordance with the UNCLOS and its implementation Agreement on Part XI (the seabed mining provisions).

工作内容

The incumbent will be responsible for the following duties in the field of mining geology related with the sustainable development of mineral resources in the Area:

1.Review and prepare technical summaries of the applications for approval of plans of work for exploration and exploitation of the mineral resources in the International Seabed Area, in accordance with Part XI of the UN Convention of the Law of the Sea and the Implementing Agreement;

2.Provide scientific and technical support in the field of mining geology in the review of Contractor’s annual report of their activities in the areas of marine mineral exploration, mining technologies and processing technologies; and contribute to the preparation of summary reports to the Legal and Technical Commission of the Authority;

3.Provide technical expertise in the field of mining geology, including geological, geochemical and geotechnical inputs on resources and geo-environmental aspects, in drafting, and facilitating the adoption of, rules, regulations and procedures for the conduct of exploration and exploitation activities in the Area;

4.Service meetings of the organs and subsidiary bodies of the Authority relating to mineral resources assessment/development and other geological issues, including the preparation of background/meeting documents and reports,;

5.Evaluate and update the Authority’s database on all stages of mineral resource development in the Area, in particular polymetallic nodule, cobalt-rich ferromanganese crusts and polymetallic sulphides;

6.Undertake research and prepare in-house information seminars, fact sheets, technical reports, policy briefs or other ISA publications, on resource assessments as well as trends and developments relating to deep seabed mining activities and technologies, including regular analysis of world metal market conditions and metal prices, trends and prospects;

7.Perform scientific evaluations of historical data and new data acquisition to support the work of the Authority, and its Organs;

8.Contribute to workshops, conferences and expert meetings in the field of resources assessment and mining geology, and prepare proceedings and summaries of meeting discussions and provide inputs to relevant communication materials;

9.Any other duties as assigned by the Secretary – General of the ISA and the Director of OEMMR.

Advanced university degree (Master or equivalent) in Marine Geology, Mining Geology, Mining Engineering, Economic Geology, Mineral Economics and Resource Administration; or related fields is required.

A doctorate degree in Marine Geology, Mining Geology, Mining Engineering, Economic Geology, Mineral Economics or Resource Administration is an advantage.

A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of seven (7) years of professional working experience in marine geology and resource development is required.
Broad knowledge of techniques for data and information management in support of mineral resource assessments; and proven ability to produce projects, reports and papers on technical issues related to marine mineral resources is required.
Gathering, sorting and processing of associated data and information; experience and ability in scientific editing and mapping is required.
At-sea experience, and experience in the administration of technical projects is required.
Knowledge of computer systems and use of database software for handling, interpretation and statistical analyses and interpretation of geological data is desirable.
Experience in all stages of exploration, mineral resource and ore reserve estimation, feasibility, development, mine operations and closure, including estimates of ore reserves, project capital/operating costs and mine profitability is desirable.
Experience in academic research on relevant aspects of marine geology and resource development is an advantage.

English and French are the working languages of the Authority. Fluency in written and oral English is required. Exceptional writing, presentation and communication skills is desirable. Knowledge of French or Spanish is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
