This position is financed from extra-budgetary resources. Appointment or assignment against this position is for an initial period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.

This position is located in the Business Process Reengineering and Change Management team (BPRCM), Office of the Director (OD), Division for Management (DM), United Nations Office at Vienna (UNOV) and United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will work under the direct supervision of the Programme Management Officer and in close coordination with the Senior Programme Coordinator and the Human Resources Management Service (HRMS) of UNOV and UNODC.

工作内容

The incumbent will be responsible for the following specific duties:

Change management related:

•Act as change management expert related to human resources as well as travel-related business processes and procedures emanating from management reform, the introduction of Umoja continuous improvement functionality, Umoja Extension 2 solution and a global service provision/client management architecture including the provision of guidance to and coordination of the work of relevant user groups;
•Conduct analysis, document existing HR and Umoja related processes and explore possibility of streamlining and automating processes in consultation with HRMS and Information Technology Services (ITS) colleagues;
•Identify data and information needs related to Human resources management and develop dashboards and infographics in support of evidence-based decision-making of managers and staff at large;

Service delivery related:

•Manage implementation of the HR related activities of the new UNOV/UNODC client support model in collaboration and close cooperation with HRMS;
•Provide support to HRMS and ensure a smooth process design for HR processes in connection with the implementation of a global and local service delivery/client management architecture;
•Act as a focal point for optimum client support for UNOV/UNODC by designing and promoting client support processes and procedures, including identifying gaps and solutions to mitigate risks;
•Provide support in developing Service Level Agreements (SLA), as and when required, with a view to optimizing client support;
•Monitor and analyse development and implementation of activities related to service delivery /client management; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and track follow-up actions;
•Provide support and engage in the Client Management Model (CMM) initiative by the Department of Operational Support (DOS) related to HR and Umoja HR related processes;
•Develop and continuously update frequently asked questions (FAQs) covering the main and most common support issues in the HR and travel management, including related Umoja tasks;

Umoja-related:

•Actively and continuously identify best practices and opportunities for optimizing HR processes, including requirements definition for potential changes to Umoja and defining related change management plans;
•Act as the local process expert on Umoja functionality in HR Management and its integration with other key Umoja process areas such as payroll and travel;
•Manage the Umoja solution risks and issues log and develop related action and mitigation plans. Ensure timely issues identification, resolution and escalation to appropriate authorities. Communicate solution design issues to stakeholders and provide guidance to the Umoja team at UNHQ in terms of UNOV/UNODC requirements and specificities;
•Provide guidance to UNOV/UNODC end users in identifying appropriate and required access across cross functional processes and support security liaison officers with queries and follow-ups with the Umoja team at UNHQ for timely resolution of all access issues;
•Build knowledge of HRMS colleagues by developing repository of common technical Umoja issues, diagnostics and solutions related to Benefits and Entitlement master data issues, integrated payroll issues and any other repetitive technical issues which can be avoided;
•Design and develop exception reports for Umoja transactions, process flow diagrams in support of Umoja users and HRMS;

Training-related:

•Support the development and implementation in the Umoja HR area of the new UNOV/UNODC training approach including developing training material;
•Integrate Umoja technical trainings, particularly in the HR into the overall training approach and calendar of UNOV/UNODC and keep abreast of developments of the training curriculum for the human resources area and provide detailed information on training needs. Advise users on training for human resources related areas of the Umoja solution and deliver instructor-led training when necessary;
•Revise current training materials which are used to provision Umoja roles in a clear and concise manner; build video simulations of most common questions and conduct training/information sessions to end users and local process experts in Vienna and Field office locations.
•Perform other work related duties as may be required.

专业要求

An advanced university degree (Master degree or equivalent) in business administration, public administration, management, human resources management or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作经验

A minimum of five years of progressively responsible professional work experience in human resources management, travel management, administration, change management or related area is required.
Experience in change management or working with the Staff Rules of the United Nations or a similar international organization is required.
Working experience with SAP is desirable.
Demonstrated experience in the implementation of an ICT initiative is desirable.
Experience in the design and development of technical solutions related to HR processes is desirable.
Several years of direct experience with the provision of human resource services, particularly in the area of staff administration, benefits and entitlements in the United Nations or a similar international organisation is desirable.
Proficiency in MS project and MS Office applications including Visio is desirable.
Experience in developing and conducting instructor-led training on human resources processes is desirable.

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of other United Nations official languages is an advantage.
