The Department of Safety and Security (DSS) is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the security programmes and activities of the United Nations System. This position is located in the Strategic Planning and Policy Service (SPPS) of the Office of the Under-Secretary General for the Department of Safety and Security. The incumbent will report to the Chief of SPPS.

The Programme Officer (Gender and Inclusivity Coordinator)'s primary aim is to support, through the Chief SPPS, Departmental efforts on gender and inclusion. This primarily includes driving the implementation of the UNDSS Gender Equality and Inclusivity Strategy in line with the Secretary-General’s system-wide Gender Parity Strategy and related efforts on gender and inclusion including system-wide mechanisms such as the UN-SWAP and the United Nations Disability Inclusion Strategy. Accordingly, within delegated authority, the incumbent will be responsible for the following duties:

•Develops, coordinates, reviews and provides updates and reports on progress against gender and inclusivity-related strategies and action plans; monitors and analyzes Departmental efforts on gender and inclusion including as guided by the UNDSS Gender and Inclusivity Strategy to ensure alignment with UN Secretariat and Secretary-General initiatives in this and related areas, including on Sexual Exploitation and Abuse (SEA) and Sexual Harassment; develops and supports as needed the implementation of thematic action plans.
•Coordinates and contributes to UNDSS and inter-agency policy development on gender and inclusion, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. This includes participation in the Inter-Agency Security Management Network (IASMN) discussions, working groups, and other relevant inter-agency forums on gender and disability inclusion, and providing support to UNDSS Divisions through Chief of SPPS to mainstream and implement gender and inclusivity considerations into relevant practices.
•Researches, analyzes and presents information gathered from diverse quantitative and qualitative sources.
•Generates survey initiatives related to gender equality and inclusivity; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions, as requested.
•Through Chief of SPPS, provides advice within UNDSS on issues related to gender equality, diversity and inclusion; identifies problems and issues to be addressed and ensures follow-up in regard to the implementation of related UN Secretariat policies, including the policy on work/life balance in UNDSS, the Secretary-General’s Bulletin on Addressing discrimination, harassment including sexual harassment and abuse of authority.
•Provides secretariat services and support to the OUSG through the Chief of SPPS in the organization, coordination, agenda and minutes for Gender Coordination Team and Gender Steering Group Meetings; and provides regular background, reference or update documents to the USG, ASG, senior management, the Gender Coordination Team and Steering Group, as appropriate. Provides support and coordinating role to the Departmental Gender Focal Points.
•Coordinates, drafts and submits to the OUSG through Chief of SPPS for review: a) gender and inclusivity activities related to budget funding and prepares related documents/reports as required and b) UNDSS input to the UN System-Wide Action Plan on Gender (UN-SWAP); liaises and provides feedback to the relevant focal points in UN Women on UN-SWAP, as appropriate; and attends UN-SWAP meetings on behalf of UNDSS; and related support to reporting under the system-wide Disability Inclusion Strategy (forthcoming).
•Initiates and coordinates outreach activities with other UNDSS divisions and services; reviews and provides input to UNDSS and inter-agency training and development activities with regard to gender equality and inclusivity as required; where necessary, identifies gender and inclusivity related training for UNDSS personnel and rolls-out related events in furtherance of the Departmental efforts on gender and inclusion.
•As requested, prepares talking points, presentations, analyses and documents on gender equality, diversity and inclusivity.
•Performs other duties as required.

Advanced university degree (Master’s degree or equivalent) in business administration, public administration, international relations, law, human resources management, social sciences, gender studies, human rights or a related field. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作经验

A minimum of seven (7) years of progressively responsible experience in policy, advisory and project or programme management is required.
A minimum of three (3) years experience working on gender, diversity and/or disability inclusion-related projects within the United Nations or similar International Organizations or public sector at an International level is desirable.
Experience in developing change campaigns for large organizations is desirable.
Experience working in the field is desirable.
One (1) year of experience working with the United Nations Security Management system is desirable.

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (oral and written) is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.
