This position is located in Operational Activities Policy Branch of the Office of Intergovernmental Support and Coordination for Sustainable Development of the Department of Economic and Social Affairs. The Economic Affairs Officer reports to the Chief of the Operational Activities Policy Branch (OAPB). More information can be found on the ECOSOC website: https//www.un.org/ecosoc/en/.

工作内容

Within delegated authority, the Economic Affairs Officer will be responsible for the following duties:

Economic or sector analysis:
•Monitors economic developments in a defined area and identifies recurrent and emerging issues of concern to the United Nations.
•Designs and conducts studies of selected issues in economic development and UN Operational Activities for Development (UN-OAD) and draft resulting reports.
•Designs and undertakes surveys, studies, analyses and reports on UN-OAD, including as related to funding
•Undertakes research and analysis on a continuous basis of statistical and other data, including with regard to standards on concepts, definitions and classifications.
•Formulates proposals, analyses and discussion papers on development concepts, strategies, policies and measures for presentation to intergovernmental bodies and others.
•Drafts policy recommendations, advisory notes and other documents to inform governments, UN Coordination Mechanisms, RCs and UN country teams and to feed into intergovernmental
processes on OAD and implementation of QCPR;
•Contributes to proposals on strategies and operational mechanisms to strengthen the implementation of UN-OAD;
•Drafts and/or finalizes reports on UN-OAD and the QCPR to ECOSOC, the General Assembly, and other bodies.
•Contributes to the branch’s support to substantive and organizational interface activities of the Division, including the High-level Political Forum (HLPF)
•Organizes and/or supports expert group meetings, seminars, working groups, task forces etc. on portfolio issues.
•Prepares speeches, briefing notes, discussion papers and other inputs for presentations by senior staff.
•Support the redesign and keeping up-to-date the UN-OAD segment of the OISC and ECOSOC website
•Attends international, regional, and national meetings to hold discussions with representatives of other institutions.

Intergovernmental support
•Provides substantive and organizational support on economic issues to intergovernmental bodies (such as the General Assembly, the Economic and Social Council, the regional
commissions and the subsidiary bodies of each).
•Establishes stakeholder partnerships, relationships and networks on UN OAD and QCPR implementation, including interagency and intergovernmental bodies; and finalizing reports
to ECOSOC and General Assembly on implementation of QCPR.
•Supports delegations of Member States in their consultations in this area;
•Represents organizational unit at international, regional and national meetings.

Technical cooperation:.
•Designs and supports the implementation of capacity development programmes, projects and activities at national, regional and global levels;
•Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the Organization’s technical cooperation activities.
•Prepares global, regional, national or sector analyses that provide a basis for advising intergovernmental governance mechanisms and national governments on economic
development issues.
•Conducts training seminars and workshops for government officials and others.
•Formulates technical modalities for the evaluation of individual technical cooperation projects.

General
•Supports junior staff, reviewing their work and providing feedback.
•Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit.
•Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s service.;
•Undertakes on-the-job and other training activities, both internally and externally.

Advanced university degree (Master’s degree or equivalent) in economics or related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

工作经验

A minimum of seven years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required.
Experience working in the United Nations system or a comparable international or intergovernmental organization is required.
Experience in supporting Member States and other stakeholders in intergovernmental processes is required.
Experience in monitoring, reporting and evaluation, including in results-based management is desirable.
Experience in development planning is desirable.
Experience in policy formulation is desirable.
Field experience in development cooperation and operations is desirable.

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
