This position is located in the Advisory Committee on Administrative and Budgetary Questions (ACABQ), reporting to the Executive Secretary.
Under the general guidance of the Executive Secretary, the Deputy Executive Secretary of ACABQ is responsible for the following duties:
- Assists the Executive Secretary in the formulation and implementation of the substantive work programme of the secretariat of the ACABQ.
- Prepares draft reports of the ACABQ as well as co-coordinates, oversees and assists in the preparation of the draft reports including examination and analysis of materials on administrative and budgetary questions, and programmatic and substantive review of the drafts prepared by others.
- Attends meetings of the ACABQ, and assists the Committee during drafting sessions in the negotiation of text.
- Ensures that the outputs produced by the ACABQ secretariat maintain high-quality standards and that reports are clear, objective, based on comprehensive data and comply with the relevant mandates.
- Assists the Executive Secretary in determining priorities, organizing sessions of the ACABQ, including those held away from Headquarters, and allocating resources for the completion of outputs and their timely delivery.
- Assists the Executive Secretary in overseeing the programmatic and administrative tasks necessary for the functioning of the ACABQ secretariat, including recruitment, management, development and training of staff.
- Deputizes for the Executive Secretary in his/her absence.

Advanced university degree ( Master's degree or equivalent) in business or public administration, finance, accounting, law, political sciences, social sciences or related field is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
A minimum of 15 years of progressively responsible experience in financial management, budgeting, human resources management, administration is required.
Experience in the drafting/editing of intergovernmental documentation dealing with administrative and budgetary issues or related area is required.
Extensive experience with the United Nations legislative machinery and procedures, budgetary policies and practices, financial and personnel regulations and rules is desirable.
Significant managerial experience is desirable.
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of other official languages is an advantage.
Evaluation of qualified candidates may include a written assessment exercise which may be followed by competency-based interview.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
