The Department for General Assembly and Conference Management is responsible for providing conference-servicing support in the form of meetings and documentation services in New York, Geneva, Vienna and Nairobi as well as conferences away from Headquarters. The Department also provides technical secretariat support to intergovernmental bodies of the United Nations.
The position of Executive Officer is located in the Executive Office of the Office of the Under-Secretary-General (OUSG), Department for General Assembly and Conference Management (DGACM). The Executive Officer reports directly to the Under-Secretary-General.
Within delegated authority, the Executive Officer oversees and is responsible for all programme planning, budgetary, financial, human resources and administrative matters concerning the Department. He/she is the Under-Secretary-General’s principal adviser on matters of policy development and compliance, budget preparation and implementation, human resources planning and management, staff-management relations, organization of work, and performance reporting. More specifically, the Executive Officer is responsible for:
Organization and Management:
1.Assists the Under-Secretary-General and senior managers of DGACM with the implementation of and compliance with administrative, human resources and financial policy framework of the United Nations, rules and regulations, policies and procedures;
2.Ensures that goals of the Compact of the Under-Secretary-General with Secretary-General are achieved for areas under purview of the Executive Office;
3.Identifies management and organizational problems in the Department, recommends corrective actions, acts as a change manager and assists the Under-Secretary-General and senior management team in initiating, implementing, monitoring and evaluating change;
4.Analyzes on an ongoing basis the efficiency of resource utilization with a view of optimizing it; makes respective proposals, initiates policies to optimize and to enhance use of resources to achieve efficiencies; guides their implementation;
5.Represents DGACM in task forces, working groups and other fora; provides leadership and communicates decisions concerning the Department to senior managers;
6.Informs staff on new policies and procedures; organizes open houses and trainings to ensure that staff skills and knowledge are up to date;
7.Ensures that DGACM is well-positioned to engage with and effectively implement new initiatives of the Secretary-General and effectively adopts new technological solutions;
8.Interprets rules and regulations of the United Nations and ensures full compliance of DGACM with policies, procedure, other requirements adopted by the Secretariat.
Budget and Finance:
1.Plans, organizes and directs departmental budgets preparation, issues guidelines, provide expert advice, coordinates development of proposals by senior managers and ensures coherence and conformity of proposals from divisions and sections with the Department’s mandate, programme objectives and priorities; consolidates information and ensures quality assurance and control of the Department’s budget proposal; leads budget review and coordinates budget negotiation process with the Department of Management Strategy, Policy and Compliance (DMSPC); supports the Under-Secretary-General and senior management at meetings of the Advisory Committee on Administrative and Budgetary Questions (ACABQ) and the Fifth Committee of the General Assembly, and represents the Department during deliberations of legislative and governing bodies of the United Nations;
2.Oversees the administration of the approved budgets and timely recording of income and expenditure; monitors budget implementation; establishes internal controls; recommends to the Under-Secretary-General an appropriate level of delegation of authority at the division and section level; proposes solutions to budgetary problems which might develop during the implementation period; designs and directs management reports to inform decision making and supervises reporting by divisions and sections; alerts senior managers on any anomalies in expenditures and ensures consensus in implementing necessary budget reductions.
3.Serves as focal point for audit exercise and ensures implementation of audit recommendations by respective offices of DGACM; in collaboration with DGACM senior managers prepares responses to audit queries and updates on a status of implementation of audit recommendations.
4.Develops strategies for the provision of conference services and tools to external clients on a cost recoverable basis and oversees the preparation of cost plans for extra-budgetary activities including cost recoveries consistent with UN policies and practices in order to ensure proper accounting and sound financial management;
Human Resource Management:
1.In collaboration with senior managers, directs the development of plans for staff and personnel administration, including recruitment, placement, promotion, evaluation, discipline, training and career development and ensures that gender and geographical representation and multilingual considerations are taken into account;
2.Ensures compliance of the Department with relevant policies and procedures, provides advice on implementation of authority delegated by the Under-Secretary-General within the Department to hiring managers and supervisors;
3.Takes personnel decisions and directs implementation of those decisions as well as of personnel work, such as personnel appraisal, attendance and time management, processing of travel authorization and other personnel actions consistent with the delegation of authority framework;
4.Initiates job classifications, provides advice to senior management on placements, intra-departmental transfers and other personnel movements;
5.Provides guidance and advice to hiring managers on recruitment of staff, on benefits and entitlements, on conditions of service, on privileges and immunities, on administration of justice, and other matters;
6.Represents DGACM at policy discussions with DMSPC officials.
General Administration:
1.Initiates risk assessment, leads development of a risk management framework by the Department; develops and implements appropriate level of risk mitigation and avoidance measures and techniques by the Executive Office; takes necessary actions to minimize exposure of the department to financial, operational, compliance and legal risks;
2.Plans and manages office space, ensures that conditions of work accommodate productivity and satisfaction of staff; identifies additional space needs and takes proactive actions with DMSPC;
3.Ensures management of assets of the Department by participating in inventory and timely reporting of any changes in assets; ensures timely acquisitions of new and replacement furniture and equipment;
4.Addresses claims and complaints, liaises with the Office of Internal Oversight Services (OIOS), the Management Evaluation Unit (MEU) and other relevant offices of the Secretariat on administration of justice.

Advanced university degree (Master’s degree or equivalent) in business or public administration, human resources management, finance, accounting, law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of 15 years of progressively responsible experience combining programme planning, administration, budget, finance and human resources management, of which a minimum of 10 years at the international level within the United Nations or other comparable international organization is required.
Experience in formulating and coordinating development of office level budget proposals, managing budget implementation; designing and producing complex management reports is required.
Experience in leading and managing large teams is required.
Experience in initiating and implementing change management processes and organizational reforms is desirable.
Experience in performance reporting, monitoring and evaluation is desirable.
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of other UN languages is desirable.
