Pursuant to section 7.11 of ST/AI/2012/2/Rev.1, candidates recruited through the young professionals programme who have not served for a minimum of two years in the position of their initial assignment are not eligible to apply to this position.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This position is funded from extra-budgetary resources.

This position is located in the Leadership Support Section (LSS), Office of the Director for Coordination and Shared Services/Departments of Political and Peacebuilding Affairs and Peace Operations. It encompasses sub-functional specialties such as staff development and career support, recruitment and placement, administration of entitlements, human resources planning. The Human Resources Officer reports to the P5-level Section Chief.

LSS is responsible for monitoring the leadership landscape, identifying leadership requirements and recording senior leadership appointments for Peace Operations and Special Political Missions to improve senior-level vacancy management, succession planning, and supporting the selection process of potential candidates for senior leadership positions in UN field missions.

Within delegated authority, the Human Resources Officer will manage leadership support initiatives and be responsible for the following duties:

General
•Provides advice and support to managers and staff on human resources related matters.
•Prepares special reports and participates and/or leads special human resources project.
•Keeps abreast of developments in various areas of human resources.

Recruitment and placement
•Identifies upcoming vacancies in coordination with client offices.
•Support the selection and assessment processes pertaining to specific vacancies for senior leadership positions;
•Support other initiatives designed to support quality of leadership in the field
•Arranges and conducts interviews to select candidates.

Administration of entitlements
•Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules.
•Administers and provides advice on salary and related benefits, travel, and social security entitlements.
•Reviews policies and procedures and recommends changes as required.

Staff development and career support
•Identifies and analyzes field leadership development and career support needs and designs programmes to meet identified needs. Prepares monitoring reports on senior leadership in the field development and career support programmes.
•Manages initiatives such as the Leadership Partnering Initiative and special projects related to leadership supports.
•Provides advice on mobility and career development to field leadership.
•Support the designs, planning and monitoring of induction orientation programme and briefing to newly appointed senior leaders.
•Provides performance management advice to staff and management. Assesses training needs, identifies, designs and delivers training programmes to senior leadership in the field.

Other duties
•Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
•Assists in preparing policy papers, position papers and briefing notes on issues related to examinations and tests.

Work implies frequent interaction with the following:
Senior leadership in the field
Staff at large
Applicants
Staff within work unit;
Human Resources Officers/Administrative Officers/Executive Officers in the Secretariat including the field missions
Counterparts in other UN agencies.

Results Expected: Applies expertise with respect to the full range of human resources management issues of the Department/Unit. Uses initiative to resolve problems and identifies exceptions. Adheres to applicable UN guidelines, policies and procedures while undertaking these duties.

•Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

专业要求

Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, international - political affairs, education or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作经验

A minimum of five years of progressively responsible experience in human resources management, administration or related area is required.
Experience in developing and managing donor funded projects is desirable.
Experience in database administration, management and development is desirable
Experience in project performance and budget report writing and data analysis is desirable
Experience in managing leadership support initiatives is desirable.

语言要求

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (written and oral) is required. Knowledge of another UN official language is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
