This position is located within the United Nations Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA). The Political Affairs Officer will be based in Ashgabat. The Political Affairs Officer reports to the Senior Political Affairs Officer and to the Special Representative of the UN Secretary-General, Head of UNRCCA.

工作内容

Within delegated authority, the Political Affairs Officer will be responsible for the following duties:

Political Analysis and Advice
- Identify, analyze and monitor political developments, trends and emerging issues in the country or region assigned, according to UNRCCA's mandate, including monitoring the security situation in its political context.
- Assess implications and make recommendations to senior management on possible policies, strategies and other measures to address issues of concern and to advance mandated objectives.

Reporting and Information Management
- Prepare summary and analytical reports including, but not limited to, situation reports, briefing notes, options papers, code cables and input for the reports of the Secretary-General to the Security Council, General Assembly or other bodies.
- Prepare contextual information materials, such as background notes, political profiles and databases of relevance to the assigned portfolio; Manage information to ensure its accessibility and utility.

Planning, Coordination and Facilitation
- Develop and maintain collaborative relationships with UN Common System colleagues and counterparts, Government representatives, civil society actors, military and law enforcement actors, academic and research institutions, and other national and international partners on information-sharing, policy and coordination matters.
- Consult and cooperate with partners to develop strategies and plans of action to address political challenges, in pursuit of shared objectives; Monitor, evaluate and report on implementation of UNRCCA's mandate.
- Support preparations for official meetings, events and visits, including through the provision of Secretariat services and by drafting talking points and speeches for senior UNRCCA officials; Participate in fact-finding –and other- missions; Prepare written summaries of meetings/visits and assist with follow-up activities, as appropriate.

Management/Administration
- Contribute to the formulation and implementation of the unit’s programme of work.
- Support planning and budgetary processes for current and future field operations as may be required.
- Contribute to the formulation of XB Project as appropriate and support the implementation of the ones managed by UNRCCA.
- Effectively monitor Project progress against objective and work plan, manage related budgets and facilitate the organization of the events under the scope of the assigned Project.
- Draft ToRs for Consultants and Project Personnel and manage Project Team.

Perform other related duties as required.

专业要求

Advanced university degree (Master's degree or equivalent) in political science, international relations, international economics, law, public administration, security, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作经验

A minimum of five years of progressively responsible experience in political science, international relations, law, conflict resolution, security, or related area. Experience in political outreach, facilitation, analysis, advice and reporting is required. Experience working in an international organization or non-governmental organization in a conflict or post-conflict setting is required. Experience in drafting high quality analytical reports is required.
Experience with UNRCCA’s mandate areas in Central Asia is highly desirable. Experience working in a peacekeeping operation and/or special political mission, including working with high-level officials, is highly desirable. Experience monitoring political activities related to Central Asia and making recommendations related to conflict prevention is an asset. Experience in managing extra budgetary funds and projects is highly desirable. Experience with results-based budgeting and reporting results is highly desirable. Good knowledge of the UN System and regional organizations is an asset. Experience editing documents for publication is highly desirable.

English and French are the official working languages of the United Nations. For this advertised position, fluency in written and spoken English and knowledge of Russian is required. Knowledge of other language is desirable.

评估

Evaluation of qualified candidates will include an assessment exercise which will be followed by competency-based interview.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
