The position is located in the International Tax and Development Cooperation Branch of the Financing for Sustainable Development Office (FSDO) in the Department of Economic and Social Affairs. The Economic Affairs Officer reports to the Senior Economic Affairs Officer. The Financing for Sustainable Development Office provides effective secretariat support for sustained follow-up within the United Nations system to the agreements and commitments reached at the International Conference on Financing for Development, as well as financing for development related aspects of the outcomes of major United Nations conferences and summits in the economic and social fields. 工作内容

Within delegated authority, the Economic Affairs Officer will be responsible for the following duties:

Economic or sector analysis:
•Provides substantive support and policy analysis, research and technical advice, particularly on issues relating to domestic resource mobilization, international tax policy and administration, including matters such as base erosion and profit shifting, treaty and transfer pricing issues, implications of the digitalized economy, environmental taxation, extractive industries taxation, Sustainable Development Goal-related tax issues and exchange of information.
•Monitors and assesses developments in the areas listed above and identifies recurrent and emerging issues of concern to the United Nations, including emerging taxation-related issues related to other thematic areas of the Monterrey Consensus, Doha Declaration and Addis Ababa Action Agenda on Financing for Development, as well as the 2030 Agenda for Sustainable Development and other related outcomes.
•Designs and conducts studies of selected issues in financing for sustainable development in particular in the area of domestic resource mobilization, especially tax policy and administration; engage in analysis; and draft inputs to reports of and to the United Nations Committee of Experts on International Cooperation in Tax Matters, others analytical studies, technical papers and publications.
•Interprets and applies results of econometric modelling to analysis of economic prospects and policies.
•Develops draft policy recommendations pertaining to area of work.
•Formulates proposals for development strategies, policies and measures for presentation to intergovernmental bodies and others.
•Attends international, regional, and national meetings to hold discussions with representatives of other institutions.
•Organizes expert group meetings, seminars, etc. on development issues.
•Prepares speeches and other inputs for presentations by senior staff.

Intergovernmental support
•Provides secretarial support to the United Nations Committee of Experts on International Cooperation in Tax Matters.
•Represents organizational unit at international, regional and national meetings.

Technical cooperation:
•Designs, monitors and participates in technical cooperation projects, with a view to the further integration of FSDO’s capacity building work and its policy and administrative guidance.
•Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the Organization’s technical cooperation activities.
•Prepares global, regional, national or sector analyses that provide a basis for advising national governments on economic development issues.
•Conducts training seminars and workshops for government officials and others.
•Designs (including formulating technical modalities for evaluation) and monitors, evaluates and reports on projects undertaken by FSDO, including reporting to donors.

General
•Initiate and help coordinate strategic communications, outreach and resource mobilization activities related to the work of the Unit and Branch.
•Supports junior staff, reviewing their work and providing feedback.
•Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit.
•Performs other related duties as required, including providing support to senior United Nations staff and officials and a variety of administrative tasks necessary for the final delivery of the work of the Branch.
•Undertakes on-the-job and other training activities, both internally and externally.

Advanced university degree (Master’s degree or equivalent degree) in economics, law, accounting or related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

工作经验

A minimum of seven years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes, international taxation or related area is required.
Experience in either tax treaties or transfer pricing is required.
Experience in tax consequences of the digitalized economy is desirable.
Experience in environmental taxation is desirable.
Experience in tax issues related to the Sustainable Development Goals (SDGs) is desirable.

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
