This position is vacant due to the temporary assignment of the regular incumbent to another office/organization. The selection and extension of appointment of the selected candidate will be contingent on the return of the incumbent who maintains a lien against this post.

If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This position is located in the Demand Planning Unit within the Supply Chain Planning Service (SCPS) in the Logistics Division (LD) of the Office of Supply Chain Management (OSCM), Department of Operational Support (DOS).

The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices away-
from headquarters, field missions, and regional commissions. The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, Logistics Division, Procurement Division, Uniformed Capabilities Support Division, and the Enabling and Outreach Service.

The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations operations. The Division provides direction and
advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services, and directs the delivery of transportation and specialist support services in
the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment.

The objective of the Demand Planning Unit is to provide integrated demand planning of global logistics requirements in support of DOS client entities and to continuously review and update this plan to meet the evolving clients’ needs. The Logistics Officer reports to the Chief of the Service and leads the Supply Chain Demand Planning Unit.

Within delegated authority, the Logistics Officer, Planning is responsible for the following duties:

• Provides effective and timely planning, oversight, management and coordination of demand planning activities. Ensures effective and timely provision and coordination of diverse demand planning requirements, based on the analysis of the DOS supported entities’ historic, current and future requirements and forecasts global demand (short term and long term), consolidated by UN Global Service Centre, to facilitate strategic sourcing.
• Plans and co-ordinates supply chain and logistics support to new, sustaining and expanding DOS supported entities, factors mandate changes, including contingencies and fluctuations of requirements, determines impact and update demand plans accordingly.
• Coordinates with related sourcing and delivery planning units, as well as relevant technical sections/units, to ensure that demand plans are met through appropriate sourcing and delivery solutions. Conducts annual reviews of the demand plan with quarterly/monthly updates, through regular coordination with missions and UNLB and other departments, to ensure adequacy of requirements as well as the “fit for purpose” attributes of the logistics needs of DOS supported entities.
• Develops guidelines and procedures documentation on demand planning for DOS supported entities.
• Provides effective management and successful coordination of supply chain and logistics support activities of multi-national civilian, military and inter-departmental staff.
• Ensures that logistics requirements take account of gender-specific needs.
• Ensures that the supply chain budget, human resources are optimally budgeted and allocated to support supply chain services across field missions.
• Manages, supervises and carries out the work program of the Unit under his/her responsibility.
• Manages, guides, develops and trains a team of staff and/or mentors and supervises the work of staff.
• Performs other related duties as required.

专业要求

Advanced university degree (Master’s degree or equivalent) in business administration, public administration, supply chain management, engineering, law or other relevant field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in PRINCE2 or other project management methodologies is desirable. Certification in supply chain management is desirable.

A minimum of seven years of progressively responsible experience in supply chain management or logistics operations or related field is required.
Experience in project coordination is required.
Experience in quantitative process analysis, statistical process control or process re-engineering in supply chain management is desirable.
Experience in using Enterprise Resource Planning (ERP) systems for scalable supply chain solutions is desirable.
Experience in planning is desirable.
Experience in providing logistics and supply chain support services to or in an international environment is desirable.

语言要求

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
