Appointment or assignment against this position is for an initial period of one year. The appointment or assignment and renewal thereafter is subject to the availability of the post or funds, budgetary approval, extension of the mandate or performance of incumbent.

The post is located in the UN Road Safety Trust Fund Secretariat, the United Nations Economic Commission for Europe (UNECE) in Geneva. The UN Road Safety Trust Fund helps to strengthen road safety management capacity at the national and local levels, and unlock sustainable sources of domestic road safety financing in low and middle-income countries by mobilizing global financial and technical resources; Support road safety programmes at the national and local levels by providing funding support to participating institutions and organizations throughout the funding cycle; Coordinate complementary channels of road safety and sustainable transport assistance to countries and cities to harmonize initiatives for the Sustainable Development Goals, and maximize the effectiveness and efficiency of the goals. The incumbent reports to the Chief of the Road Safety Management and Dangerous Goods Section.

工作内容

Under the overall guidance of the Chief of the Sustainable Transport Division of UNECE and supervision of the Chief of the Road Safety Management and Dangerous Goods Section, the Senior Programme Officer will be responsible for the following duties:

Oversees the provision of logistical and operational support to the Steering Committee and the Advisory Board, including the planning and organization of the preparation and servicing of and follow up to the meetings of the Advisory Board and the Steering Committee.

Carries out substantive reviews of and provides expert advice and guidance on draft documents, agendas and reports prepared by Secretariat staff for presentation to the Advisory Board and the Steering Committee, and ensures that the documents produced by the Secretariat are prepared in a timely manner and maintain high quality standards.
Based on relevant decisions made by the governing bodies and information collected, develops strategies, policies and programmes for the development of the Fund.
Advises the Advisory Board and Steering Committee on strategic priorities, programmatic and financial allocations. Provides the Board and the Committee with expert advice also on all policy, legal, financial, economic and technical issues pertaining to the Fund.

Monitors and analyzes the development and implementation of the programme of the UN Road Safety Trust Fund Secretariat.

Elaborates and ensures compliance with the Terms of Reference, Rules of Procedure, Fundraising Strategy and Policy, Global Framework Plan of Action, Financing Criteria and Priorities, and Operations Manual of the Fund.

Leads on the mobilization of resources according to the strategy and policy of the Steering Committee and the Advisory Board.

Oversees the process of calls for project proposals and their appraisal. Provides expert advice on strategic financing of projects to make imminent tangible impact on improvement of road safety at national and local levels.

Manages and supervises the work of the Secretariat staff.

Consolidates the annual and final narrative reports for submission to the Advisory Board and the Steering Committee.

Is responsible for the monitoring and evaluation of the Fund and for consolidating information in a result-based management system.

Liaises with the Multi-Partner Trust Fund Office on the administration of the Fund.

Undertakes representational duties for the Fund at international, regional or national conferences and meetings in the field of road safety and provides substantive expertise in areas under the responsibility of the post.

Performs other duties as requested.

An advanced university degree (Master’s or Doctorate degree, or equivalent) in economics, business administration, law or related fields is required. A first-level or advanced degree (Bachelor’s, Master’s or Doctorate degree, or equivalent) in any fields of studies with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.

A minimum of ten years of progressively responsible experience in improving road safety and/or managing international programme(s) with demonstrated experience in resource mobilization and project financing is required.
Experience in organizing high-level events involving multiple stakeholders and/or multiple organizations and drafting reports is required.
Extensive experience in international cooperation on road safety is desirable.
Experience in managing international or United Nations trust fund(s) is desirable.
Experience in managing team(s) of full-time professionals and supporting staff is desirable.

语言要求

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
