The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations Systems and serves as an authoritative advocate for the global environment. The Latin America and the Caribbean Office helps to implement UNEP's programmes by initiating, coordinating and catalyzing regional and sub-regional cooperation an action in response to environmental, challenges, opportunities and emergencies. This position is located in the Latin America and the Caribbean Office at the Panama duty station.

Under the close supervision of the Regional Coordinator of Sub-programme “Environment Under Review”, the incumbent will perform the following functions:
1) Support countries of the region in their efforts to produce high-quality data and indicators for monitoring and reporting on the environmental dimension of the Agenda 2030 and SDGs;
Systematically collect and validate data, statistics and indicators produced by authoritative data providers in the region, including data and information produced by international organizations, the private sector and scientific institutions;
Liaise with countries to ensure that appropriate mechanisms and enough capacity are in place for the systematic production of consistent data and indicators to monitor and report on the implementation of the Agenda 2030 and its SDGs;
Coordinate with the Science Division of UNEP to validate the quality of data collected and to optimize and streamline the reporting process of SDGs indicators;
Provide customized technical support and address gaps regarding data collection, analysis and interpretation, with a special focus on the 26 SDGs indicators for which UNEP has the role of Custodian Agency and coordinate with other agencies to provide the same regarding other SDGs environmental indicators;
Provide technical support to the Working Group on Environmental Indicators (WGEI) and their activities conducted in the framework of the Latin America and Caribbean Initiative for Sustainable Development (ILAC) and follow up on the implementation of the related decisions of the Regional Forum of Ministers of Environment;
Coordinate with sister agencies and scientific institutions in the region for the organization of capacity development and training initiatives, including design of learning material to produce, process and validate data and indicators and, notably, those 26 SDGs indicators for which UNEP is a Custodian Agency.
2) Develop and maintain a database that integrates an analysis on the environmental data and infrastructures in Latin America and the Caribbean, including updated information of relevant institutions/organizations with a mandate in environmental data production.
Assess the current capacities of countries in LAC to collect, analyze and publish data and identify existing environmental data infrastructures and installed data processing capacity both at national and regional level.
Conduct and periodically update a gap analysis to determine current weaknesses and issues in the national and regional observation and processing capacities needed to effectively inform national, regional, thematic, and global indicators.
Elaborate an SDGs indicators mapping, their baselines, targets and means of verification, and level of desegregation taking into consideration the data available in LAC;
Support countries for the publication of their data and indicators on open platforms, including UNEP’s future Regional Data Platform, and global UNEP’s World Environment Situation Room (WESR) and Environment Live;
Build and strengthen partnerships at the regional and national levels to improve the reporting process of the SDGs. Provide an effective follow up of critical information for the integration of the SDGs indicators where UN environment is the custodian agency.
3) Analyze quantitative and qualitative data, statistics and information produced in the region to keep track of the state of the environment, identify trends and emerging issues, and provide overview of policy response to environmental issues in the region in the framework of the implementation of the 2030 Agenda.
Provide technical support to the Regional Director, the Regional Sub-programme Coordinators, the Regional Development Coordination Officer, the Communication Officer, Heads of national and sub-regional Offices for the designing and development of thematic (e.g., water, oceans, biodiversity, waste, DRR..), national, sub-regional and regional reports and technical notes about the actual implementation of the Work Plan in the region, including data and capacity gaps and open challenges.
Support the analytical capacity of the Regional Office to quickly respond to regional and countries’ needs by systematically gathering and analyzing data and producing information useful for reporting to, inter alia, the Statistical Conference of the Americas (SCA), the Forum of Ministers of Environment of Latin America and the Caribbean; and the Forum of the Countries of Latin America and the Caribbean on Sustainable Development.
Explore the use of innovation and big data for results monitoring and reporting and train UNEP staff on relevant tools.
Liaise and interact with relevant initiatives, programmes, such as the UN Environment Global Environment Monitoring System for freshwater (GEMS/Water), the Group on Earth Observations (GEO) and its regional initiative AmeriGEOSS, to ensure smooth coordination for timely production of data and indicators and to support participation of LAC countries in key deliverables and projects (e.g., thematic assessments, World Water Quality Assessment, Global Environment Outlooks).
4) Perform administrative activities, reporting, monitoring and budget. Carry out the UN procedures and legal instruments for implementing partners, consultants and procurement; Supervise performance and delivery of consultants and staff.
Conduct and contribute to the overall project monitoring, reporting and evaluation, including preparing of progress reports, both narrative and financial. Coordinates activities related to budget and funding (project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). Development and monitoring of national and regional workplans.
5) Perform other duties as required.

Advanced university degree (Master’s degree or equivalent) in Environmental Sciences, Computer Science, Mathematics, Statistics, Engineering, or related field with a good foundation in data management and statistical analysis skills. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of five years of progressively responsible experience in project or programme management, or related area is required.
Demonstrated experience in environmental data analysis, statistics, and metrics, as well as on environmental indicators, particularly those used in Latin America and the Caribbean is desirable.
Experience in information technology/information management, particularly data analytics and data science applied to environmental science is desirable. Experience in the development and implementation of systems of moderate size/complexity is desirable.
Experience in fields related to monitoring and evaluation of environmental policies and/or projects and reporting of data and indicators at the national and/or regional level is required.
Experience in the use of statistical analysis tools, Geographical Information Systems and/or knowledge in computer programming is desirable.

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and working knowledge of Spanish (both oral and written) is required. Knowledge of Portuguese is an advantage.
