This post is located in the Division of Conference Management (DCM) in Geneva. The Director of the Division is accountable to both the Director-General of the United Nations Office at Geneva (UNOG) and the Under-Secretary-General for General Assembly and Conference Management (DGACM) in accordance with their shared responsibility for the provision of conference services.

Under the general supervision of the Director-General, UNOG, and guidance from the Under- Secretary-General, DGACM, the incumbent performs the following functions:

Management of the activities of the Division:
-Guides the Division's activities on the basis of the policy guidance from the USG/DGACM on matters related to global and local conference servicing strategies, policies and methods of work and global work sharing;
- Ensures operational management of local conference services by addressing needs of clients and delivering services to their satisfaction by planning capacity, managing workforce and ensuring accountability of all entities under his/her purview;
- Formulates and ensures timely delivery of the programme of work of the Division by identifying priorities and allocating resources within authority and an envelope of resources sub-delegated by USG/ DGACM;
- Oversees day to day activities undertaken by the Division;
- Coordinates work of the Division with other entities within UNOG and DGACM as appropriate;
- Effectively communicates with Member States, clients and other stakeholders;
- With Geneva being one of the venues of choice for most mediation and peacemaking efforts, whether Security Council-mandated, or through the ‘good offices’ of the Secretary-General, the incumbent, on behalf of the Director-General of UNOG, is the key coordinator of planning and preparatory work among relevant UNOG divisions and services, Host Country authorities and the relevant Special Representatives of the Secretary-General offices, for these sensitive diplomatic negotiations;
- Prepares programme budget proposals and periodic work plans for the Division in consultation with the Director-General and based on the guidance from the USG/DGACM;
- Monitors and evaluates timeliness, quality completion, efficiency and effectiveness of programme delivery, including compliance with workload standards, key performance indicators, with due regard to accessibility and environmental sustainability goals of conference services, and proposes adjustments when appropriate;
- Provides leadership to the development and implementation of innovative and/or change management programme in line with framework for the integrated global management of the UN conference services.

Supervision of the staff of the Division:
- Manages, guides, develops and trains staff under his/her supervision;
- Establishes and reviews performance criteria for staff with due consideration of global conference management policies established by USG/DGACM;
- Evaluates performance and recommends assignment and promotion of staff;
- Reviews job descriptions to ensure their alignment with best practices to global conference management, monitors the operation of the placement and promotion system and recommends recruitment of staff;
- Fosters teamwork and communication among staff in the Division, with counterparts in conference servicing within DGACM, UNOV and UNON, and across organizational boundaries.

Development of policies and procedures relating to conference servicing:
-Contributes to the formulation of DGACM's global integrated conference management strategies and policies relating to the provision of conference services by participating in various committees, preparing documents on policy issues, and acting, as required, in an advisory capacity to the USG/ASG DGACM.

Presentations to intergovernmental and expert bodies:
- Participates in the preparation of reports on conference servicing for presentation to intergovernmental bodies, such as the Advisory Committee on Administrative and budget Questions (ACABQ), Committee for Programme Coordination (CPC), the Human Rights Council (HRC), the General Assembly and other policy-making organs, as appropriate;
- Reports to intergovernmental bodies through USG/DGACM on budget/programme performance or on conference servicing issues, as appropriate, particularly those present in biannual and/or annual reports.

Participation in inter-agency meetings:
- Oversees preparation of policy papers for consideration at inter-agency meetings on conferences servicing matters;
- Participates in such inter-agency meetings as a representative of the United Nations.

Advanced university degree (Master's degree or equivalent degree) in business or public administration, management, law, social sciences, languages, or related fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Over fifteen (15) years of progressively responsible experience in administration, management and/or conference servicing or related field, of which at least ten (10) years at the international level is required.
Practical experience in the planning, management and delivery of administrative and programme support services is required.
Experience in managing diverse teams of staff and significant financial resources is required.
Proven experience in facilitating intergovernmental processes, planning and coordinating multilateral diplomatic and mediation efforts under Security Council mandates, or the ‘good offices’ of the Secretary-General, is desirable.
Practical experience/interaction with the diplomatic corps is desirable.
Experience in change management and managing programmes in complex and multicultural settings is desirable.
Experience in the management of complex multi-year and multi-stakeholder projects involving planning, implementation, monitoring and evaluation in the United Nations is desirable.
Experience in facilitating intergovernmental processes and multilateral diplomacy, as well as experience in handling a multi-disciplinary portfolio of tasks and duties is desirable.
Experience in the management of conference services in large international organizations is an advantage.

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English or French, with a good working knowledge of the other, is required. Knowledge of another UN official language is an advantage.
